South Florida cops are hitting the brakes, new data show

The trend is dramatic and definite: South Florida cops have slowed down big time.

The Sun Sentinel examined new SunPass data and found police speeding has dropped significantly since the newspaper published its "Above the Law" investigative series in February.?

The investigation found nearly 800 officers from a dozen agencies averaging 90 to 130 mph between highway tollbooths. Many of those lead-foot cops were speeding to and from work.

SunPass toll records for the same agencies from mid-February through October show an 84 percent drop in high-speed incidents over the same period last year, the Sun Sentinel has calculated.

"It seems like the message has been received by South Florida law enforcement to slow down," Margate Police Chief Dana Watson said.

The records show excessive speeding by cops to and from work in their take-home cars virtually ended in late spring as police departments began disciplining officers based on the newspaper's investigation.

In Broward County, cops became much more mindful of the speed limit. Officers from Davie, Plantation and Sunrise hit speeds over 90 mph a total of only 10 times, compared to 160 times last year.

A SunPass transponder assigned to a Pembroke Pines officer who had been commuting through Miami-Dade County as fast as 105 mph never registered a speed above 79 mph.

In Fort Lauderdale and Margate, no cop with a transponder drove above 90 mph after the Sun Sentinel investigation, according to the records

High-speed incidents overall fell to 495, down from 3,179 during the same period in 2011.

Some South Florida commuters have noticed.

"I see them speeding a little bit, but not to the extent they were before," said Scott Spizman of Plantation, who drives 100 miles a day to and from his job in West Palm Beach. "It seems a lot safer out there."

The new trend captured by the data shows:

? Cops at 11 of the 12 law enforcement agencies examined in the Sun Sentinel series slowed down in 2012. (For the 12th, the Miami-Dade Police Department, SunPass records are no longer available).

? Only one in 13 police cars registered speeds above 90 mph, compared to one in four last year.

? Habitual speeding stopped. Cops are no longer pushing the speedometer past 95 or 100 mph day in and day out.

Leaders in South Florida law enforcement welcomed the change. They say off-duty speeding and speeding in non-emergencies is not only dangerous and deadly ? but also erodes citizens' confidence in police fairness.

"It's something that I continue to remind them of,'' said Watson, Margate's chief. "We're here to uphold the law, and we're expected to abide by it.''

It was one Miami cop's blatant disregard for speed limits a year ago that brought scrutiny of the driving habits of all South Florida law enforcement officers.

Japan's Tepco sued by US sailors

Tokyo Electric Power Company (Tepco), owner of the crippled Fukushima Daiichi nuclear plant, has been sued by eight US sailors over radiation exposure.

They claim that Tepco lied about the threat posed by the leaks after the March 2011 earthquake and tsunami damaged the plant.

The sailors were involved in relief operations after the natural disasters.

They have each sought $10m (?6m) in compensatory damages and $30m in punitive damages from Tepco.

The eight, who have filed the case in a US Federal Court in San Diego, also want Tepco to set up a $100m fund to pay for their medical expenses.

They have claimed that the utility provider created an impression that the level of radiation leaks from the nuclear plant did not pose any threat.

As a result, the sailors say they went to areas that were unsafe and were exposed to radiation.

When contacted by the BBC, Tepco acknowledged that it has been sued, but said that it had not received the actual complaint and so was not in a position to comment.

The lawsuit is the latest setback for Tepco which is already facing billions of dollars in compensation claims.

The radiation leaks resulted in thousands of people and businesses being evacuated from the areas surrounding the plant.

On Thursday, the firm said that it now expects the compensation costs to total at 3.24 trillion yen ($38bn; ?23bn), up 697 billion yen from its earlier projection.

The firm has already received nearly 1tn yen in government aid.

The utility was, in effect, nationalised after the government took a 50.11% stake in the group in exchange for the capital injection.

Las Vegas girl, 10, missing for nearly a week

LAS VEGAS -- Police issued a new plea for information Thursday about a 10-year-old girl last seen with a card dealer just hours before the woman was accused of slashing a co-worker's face with razor blades at a Las Vegas Strip casino.

Police said Brenda Stokes told them she visited her doctor last week, seeking to be admitted to a hospital because she was "feeling like she wanted to hurt someone."?She is reported to have told investigators she hadn't taken her prescription anti-anxiety drug Friday, and that "Sometimes people just snap."?

A missing persons alert was issued late Tuesday about Jade Morris, 10, who officials say was last seen by her family about 5 p.m. last Friday with Stokes,?50, who also uses the name Brenda Wilson.

Police said Stokes was a friend of the girl's father and was supposed to have taken the girl Christmas shopping at an outlet mall off Interstate 15 near downtown Las Vegas.


Capt. Chris Jones, a supervisor in the Police Department's robbery-homicide division, said Stokes borrowed a red 2007 Saab sedan from another friend for the shopping trip but returned it.

A short time later, Stokes was arrested at the Bellagio casino, after being accused of attacking a female co-worker, Joyce Rhone, as the woman dealt blackjack.

Stokes is accused of wielding a razor blade in each hand as she attacked Rhone, who was hospitalized with deep cuts on her face, including one from her ear to the edge of her mouth. A police arrest report said Rhone, 44, also had several smaller cuts around her right eye.

Jade Morris' father interrupted an initial court appearance for Stokes, shouting,?"??You said you love me? Where's my baby at?" NBC station KSNV of Las Vegas reported.

Records show that Stokes was being held Thursday on $60,000 bail at the Clark County jail on felony battery with a weapon, burglary and mayhem charges that could get her decades in prison.

She told a judge Wednesday that she had not obtained a lawyer. She is due again in Las Vegas Justice Court on Friday.

The arrest report says casino video shows Stokes attacking Rhone before a casino patron and security officers intervene. Officer Marcus Martin said the video is evidence that may be shown by prosecutors in court but will not be made public by police.

Police said Stokes later told investigators that she attacked Rhone over harassing phone calls and an unspecified betrayal that ended their seven-year friendship.

Tejuana Reeves, Jade?s mother, told KSNV that she wanted to jump up and shake Stokes in the courtroom because she wouldn't say where the child was.

"From mother to mother, that feels so wrong," Reeves said. "I feel so betrayed because we trusted her with our child.?

Eyes may provide a look into multiple sclerosis progression

Dec. 24, 2012 ? New research suggests that thinning of a layer of the retina in the eyes may show how fast multiple sclerosis (MS) is progressing in people with the disease. The study is published in the Jan. 1, 2013, online issue of Neurology?, the medical journal of the American Academy of Neurology.

"This study suggests that retinal thinning, measured by in-office eye scans, called OCT, may occur at higher rates in people with earlier and more active MS," said Robert Bermel, MD, with the Cleveland Clinic Mellen Center for MS and a member of the American Academy of Neurology, who wrote an accompanying editorial.

For the study, 164 people with MS from the Johns Hopkins MS Center, including 59 who had no disease activity, underwent eye scans that measured thinning of a portion of their retinas every six months for an average of 21 months. Participants were also given MRI brain scans at the start of the study and yearly.

The study found that people with MS relapses had 42 percent faster thinning than people with MS who had no relapses. People with MS who had inflammatory lesions called gadolinium-enhancing lesions experienced 54 percent faster thinning and those with new T2 lesions had 36 percent faster thinning than MS patients without these features of MRI activity.

People whose level of disability worsened during the study experienced 37 percent more thinning than those who had no changes in their level of disability, and those who had the disease less than five years showed 43 percent faster thinning than those who had the disease more than five years.

"As more therapies are developed to slow the progression of MS, testing retinal thinning in the eyes may be helpful in evaluating how effective those therapies are," said study author Peter Calabresi, MD, with Johns Hopkins University School of Medicine in Baltimore and a Fellow of the American Academy of Neurology.

The study was supported by the National Multiple Sclerosis Society, the National Eye Institute and Braxton Debbie Angela Dillon and Skip Donor Advisor Fund.

Indian Jews from 'lost tribe' move to Israel

JERUSALEM (AP) ? Dozens of Jews who claim to be the descendants of a lost biblical Jewish tribe have emigrated to Israel from their village in northeastern India.

The Bnei Menashe say they are descended from Jews banished from ancient Israel to India in the eighth century B.C.

An Israeli chief rabbi recognized them as a lost tribe in 2005 and about 1,700 moved to Israel before the government stopped giving them visas.

Israel recently reversed that policy, agreeing to let the remaining 7,200 Bnei Menashe immigrate. Fifty-three arrived on Monday.

Michael Freund, an Israel-based activist on their behalf, says nearly 300 others will arrive in the coming weeks.

Twenty-six-year-old Lhing Lenchonz arrived with her husband and 8-month-old daughter. She said that "after waiting for thousands of years, our dream came true."

Insurance is expensive, unfamiliar to disaster-hit Chinese

In the U.S., Americans rely on insurance to protect against disasters. In China, families rely on themselves. CNBC Asia's Eunice Yoon has more from Beijing.

Imagine a day-long storm with torrential rains and high winds pounding your home. By the time it blows over, you have lost everything you own. And you have no insurance.

This was the scenario in July for residents of Fangshan, a district 50 miles from the center of China's capital Beijing.?

Some 18 inches of rainfall dumped on Fangshan, causing a normally dry river to overflow and flood the surrounding homes. Half of the 77 people killed as a result of the storm were in Fangshan ? as were half of the estimated 57,000 people forced to evacuate their homes.

Liu Su Xia, a spirited 60-year-old grandmother, was in her house when the water rushed into the single-story courtyard building.?

"I was terrified," she said. "The water was this red color and went everywhere."?

She grabbed a ladder and clambered up to the second floor window of her neighbor's house to watch. As soon as the water receded, she climbed back down and began cleaning what she could.?

When her 63-year-old husband Xin Zhong Qi returned from the city center, where he was working on a construction site, they toiled together all night and into the next day to salvage what they could.

"There was nothing worth saving," Xin said. "We had to throw everything away."

As for compensation, "the government still hasn't come forward with a plan," Xin said.

'I can only rely on myself'
The flooding in Fangshan highlighted the Chinese state's weaknesses and faults ? and also underscored how much ordinary Chinese still have to rely on themselves. In the United States, families rely on homeowners' insurance to protect them against damage from disasters such as Superstorm Sandy, which hit the Northeast in November. But in China, many ordinary people remain unaware of and often unable to buy insurance.?

Damage from the flooding across Beijing cost $1.6 billion, according to municipal officials. Authorities have supplied temporary housing in Fangshan and announced plans to help create new permanent housing on safer ground.

But there was plenty of popular outrage over the authorities' handling of the disaster, especially the official casualty count, which many believed to be too low. Then there was criticism over the existing emergency response system, deemed too slow and inefficient. Finally, the destruction of so many homes raised concerns that existing buildings in Fangshan were built on unsafe grounds.

Xin and Liu have not availed themselves of the temporary housing; it wasn't clear whether they were eligible or whether they did not seek out the option.

"I can only rely on myself," said Xin. "At least 90 percent of the time, you have to rely on yourself."

When asked whether they had ever heard of homeowners' insurance, Liu cackled.

"Aiya! We?re peasants! Who has that kind of money?"

Xin also admitted he doesn't quite understand what it is.?

An opportunity?
He's probably not the only one. The concept of homeowners' insurance is still new in China. It was barely two decades ago that private home ownership was re-introduced across cities, when the Communist Party gave millions of state workers the opportunity to buy their government-supplied homes at bargain basement rates.

"With around 250 million households entering the middle class in China over the next five or 10 years, that's a great opportunity for insurance products to reach even deeper in the Chinese population," said Joe Ngai, managing partner at McKinsey & Co.'s Hong Kong office.

In fact, McKinsey believes China will be the second largest insurance market in the world after the U.S. in 2020.

"We would think about insurance if it was offered to us," said Yu Shuang, another Fangshan resident whose home was badly damaged by the flood. Yu and her husband used their savings to repair their house and to replace their furniture and car. "But we're not sure whether we would want to look at what the government might offer or buy our own."

Xin, however, remained skeptical.

"We're old. We don't have that many years left. Why bother [buying insurance]? And we don't have any money," he said. "Anyway, this was a once in a lifetime event. One big flood in 60 years."

Resolve Not To Resolve!

Why do so many resolutions not make it past the first week of January?

As we rush headlong towards the start of a New Year, isn't it amazing how time flies? Where did 2012 go to? Mind you, a new year often brings a lot of new things as people prepare for a 'fresh start', and promise to deal with many of the things that have previously held them back. New Year's Resolutions are a popular activity, and the tradition goes back as far as the Roman and Babylonian civilizations, but why do only a fraction of them work? Are people just less tenacious than they used to be, or do people just expect to break them?

Here's food for thought: The problem with resolutions may not be the resolutions themselves, but the way they are put together. People make nebulous statements which have no end point and can't be measured. Here are some examples of what I'm talking about:

"I will make more time for my family"
"I will curse less"
"I will eat less candy"
"I will be nicer to people"
"I will drink more water"

The thing that connects all of these statements is that it's impossible to know if you've achieved them. If they can't be measured and have no deadline, then how can you follow them?

So, if resolutions are a waste of time, what's the alternative? Forget resolutions. Instead, set goals that will work. Resolve NOT to resolve, and instead set yourself some achievable targets.

Have a look at these tips to help you craft some well-written goals which will guide you to great things in 2013.

Be SMART!

SMART, in this instance, stands for Specific, Measureable, Achievable, Realistic and Time-Bound. If your goals follow these tenets, then it gives you the impetus to reach the end, and you'll know when you get there! The difference between a goal and a SMART goal is the difference between 'I want to be thinner' and 'I will lose 15 pounds by 1st May'. Which is more likely to be a successful goal?

Share Your Vision.

Tell people. You are more likely to reach a goal when you've shared it with others. Keep a goal to yourself and you are less likely to reach it. Who knows why the psychology of this works, but it does. By involving others in your goals and dreams, it not only motivates you, but enables a support system for you to achieve them. Like it or not, your friend may remind you of your weight loss goal when you're reaching for the third cookie!

Write them down.

While some people might think this practice useless, it is huge. For some reason, written goals are much more likely to be achieved than goals that are not written. And don't just tuck them away, never to be seen again. Keep them visible, in your planner, on your refrigerator, or even in your Smartphone.

Check in on your goals regularly.

Make it a practice to review your goals and progress toward them regularly. Make it a routine to include checking in on your goals when you are establishing your daily or weekly plans. This keeps them alive. It also helps you make space for them in your daily or weekly plans, rather than being trumped by everyone else's "to-do's."

Celebrate.

When you've reached your goal, enjoy it! Celebrate. Plan for the celebration. One of my clients loves to attend plays. Her reward to herself for reaching one of her goals was to see a certain play when she reached her goal. She did both, and both were memorable. Some goals are very lofty and have many subparts. In this situation, celebrate incremental achievements. If you make it a practice to reward yourself or pat yourself on the back as you reach the smaller milestones, you can actually energize yourself towards the final goal. Interim milestones keep the ultimate goal present, keep your energy about them high, and a sense of accomplishment along the way.

The secret to success.

The biggest challenge about goal setting is just plain "getting to it. So instead of making a resolution set a goal (or two) this year. Write them down. Tell others. Review them regularly. Then enjoy your celebrations.

If you want to have a lot of fun with horseracing, don?t take it too seriously. You always win some and lose some in this game, always remember this.

Michigan Senate OKs new emergency manager proposal

LANSING, Mich. (AP) ? The Republican-led Michigan Legislature cleared the way Thursday for GOP Gov. Rick Snyder to sign a replacement for an emergency manager law struck down by voters, delivering another punch to Democrats still reeling from this week's passage of right-to-work legislation limiting unions' power.

The Senate approved the legislation mostly along party lines that contains key provisions from the rejected law but comes with more choices for local school districts and communities deemed by the state to be in a financial emergency. The House passed the bill Wednesday night.

The new version proposed by Snyder and GOP legislative leaders gives four options to those governments: accepting an emergency manager; undergoing bankruptcy; going through mediation; and entering a consent agreement similar to an existing one between the state and Detroit.

The legislation also includes a $770,000 appropriation to cover managers' salaries, a provision that would prevent a second defeat at the polls because spending bills are legally shielded from referendums.

As with the rejected law, the manager would have the power to change or cancel contracts, but local officials also could develop an alternative plan provided it generates equal financial savings. Should a local government choose an emergency manager, the state would pay for the manager, and local officials would have the option of removing the manager after one year and with a two-thirds vote of its governing body.

The state has been operating since under a previous law that gives managers fewer powers, but leaders argue it's inadequate to deal with failing cities or schools.

Snyder and other backers of the plan argue adding the choices and other steps to provide more local input respect the will of the voters.

Democrats see it as a blow to democracy because it subverts local control. They say it's the same as the rejected law with an opportunity for distressed communities to "pick their poison."

Highland Park Democratic Sen. Bert Johnson offered several changes that failed to garner support, including one that would have enabled a consent agreement between the state and financially struggling local government that's "binding to both parties" and lasts for no more than two years.

"What we need is a partnership," he said. "We do not need a dictator in Lansing."

Hillsdale Republican Sen. Bruce Caswell said he voted no because he was "following the dictates" of his constituents who voted against the emergency manager bill.

Opponents also contended the measure was being rushed similar to the way right-to-work legislation reducing union strength sailed through the legislative process in recent days amid widespread protests at the Capitol. But supporters noted that the emergency manager bill was considered during a committee hearing this month.

Senate Majority Leader Randy Richardville disputed critics' claims that it's merely a rehash of the failed law with poisonous extras.

"There are very different paths they can take," he said. "These are usually people who are in a situation that has a financial emergency. They're saying, 'Don't help us, don't help us, and you give us another option, we don't like that either.' The problem isn't being solved."

Richardville said the only option some local officials are leaving themselves is bankruptcy.

"And they'll have the option to choose that if they want, but I don't think they'd be representing their people very well if they did that," he said.

The new emergency manager proposal was announced last week on the same day that Michigan Treasurer Andy Dillon said he'll likely order a review of Detroit's municipal finances, a 30-day process that could lead to a state takeover of its largest city that's deep in debt and has a budget deficit of more than $200 million.

Since the spring, Detroit and the state have been partners in a consent agreement that allows limited state oversight of Mayor Dave Bing's fiscal restructuring plans. Tied to the deal is millions of dollars in bond money held in escrow by the treasurer's office and released to Detroit when certain benchmarks are achieved.

The deal averted the placement of an emergency financial manager in Detroit.

Managers are in place in Benton Harbor, Ecorse, Flint, Pontiac and Allen Park, as well as in the Muskegon Heights, Highland Park and Detroit school districts.

Iraq stays execution of man allegedly held at 16

BAGHDAD (AP) ? Iraq has suspended the execution of a Yemeni prisoner whose family claims was 16 years old when he was taken into custody, an Iraqi official and human rights advocates said Wednesday. Iraqi officials dispute that he was a minor at the time of his arrest.

Human Rights Watch earlier this week urged authorities in Baghdad to stay the execution of Saleh Moussa Ahmed al-Baidany. The group said his execution would have been Iraq's first in 25 years of someone who was a minor when detained.

Al-Baidany was picked up by the U.S. military in August 2009 along the Iraq-Syria border, his father told the advocacy group. He was later handed over to Iraqi authorities, found guilty of terrorist activities and sentenced to death.

The advocacy group's Iraq researcher, Erin Evers, said the sentence has now been postponed, although al-Baidany remains detained on death row and his fate is uncertain.

"We're still extremely concerned about his position," she said. "Nobody's made any promises."

Iraqi Deputy Justice Minister Busho Ibrahim confirmed that al-Baidany's execution has been halted until further notice following an intervention by Foreign Minister Hoshyar Zebari. Ibrahim disputed claims by the Yemeni's family that he was a minor at the time of his arrest.

Al-Baidany was carrying no documents showing his age when he was detained, so authorities turned to a forensic medical committee to figure out how old he was, Ibrahim said. It determined he was born in 1987, making him about 22 years old at the time of his capture.

Supreme Judicial Council spokesman Abdul-Sattar Bayrkdar had no details on the case. Under Iraqi law, someone arrested at age 16 would not be subject to the death penalty, he said.

The U.S. Embassy in Baghdad had no immediate comment.

The Yemeni man's father, Moussa al-Baidany, told the rights group his son was 16 when he was detained and said he has a birth certificate to prove it.

In a phone interview from Yemen, he said the family remains worried about the detained man's fate. The younger al-Baidany had been living with his grandmother before making his way to Iraq.

"My son was still young and had no experience in this life, and his travelling to Iraq was the wrong thing to do," he said. "I hope the Iraqi government shows mercy."

Iraqi authorities this week also halted the execution of a Libyan man whose case was highlighted by Human Rights Watch, Ibrahim said. The group had said it was concerned that Iraq would put Adel Shalani to death without disclosing details about the case.

Iraq has executed 129 people so far this year, an increase over previous years. Most of those sentenced to death were convicted in terrorism-related cases.

International observers have raised concerns about the fairness of the legal process and the possibility that some of the verdicts were politically motivated, including death sentences issued against the country's fugitive Sunni vice president, Tariq al-Hashemi.

Iraq continues to struggle with law and order nearly 10 years after the U.S.-led invasion.

Attacks Wednesday killed four police officers in Fallujah, 65 kilometers (40 miles) west of Baghdad, and two others in Abu Ghraib in the western suburbs of Baghdad, according to police and hospital officials. Gunmen also shot dead a police captain in Mahmoudiya, about 30 kilometers (20 miles) south of the capital.

In Baghdad, a suspected al-Qaida detainee tried to blow himself up inside a jail cell, wounding himself and six others, according to police officials. Prison authorities are investigating how the inmate, who was transferred to the facility a few days ago, managed to get the explosives belt inside the prison complex.

Officials provided details of the attacks on condition of anonymity because they were not authorized to speak to reporters.

In mid-2012, the same prison was the scene of a deadly shooting. An inmate using a smuggled gun shot two guards dead before killing himself.

After short absence, Google Maps returns to the Apple iPhone

Google Maps, which was temporarily banished by Apple from all iOS 6 devices, is back in style.?

Back in September, Apple booted Google Maps from iOS 6, and replaced it with an in-house mapping application called Apple Maps. Panic ensued. Users, who had been leaning on Google Maps since the launch of the first iPhone, in 2007, suddenly found themselves saddled with a buggy, incomplete, and sometimes wildly incorrect piece of software.?

"[Apple] Maps," seethed David Pogue of the New York Times, "is an appalling first release. It may be the most embarrassing, least usable piece of software Apple has ever unleashed."?

Now, a couple months later, Google Maps is returning to iOS 6-equipped iPhones and iPod Touch handsets. The new Google Maps app, which is available for download from the App Store, displays more map on the screen, and includes turn-by-turn navigation, a feature sorely missing from earlier iterations of the app (if not from Apple Maps). In addition, Google has added far more data on more than 80 million businesses, the Mountain View company says.?

Google Maps, Google's Daniel Graf wrote in a blog post today, is "designed from the ground up to combine the comprehensiveness and accuracy of Google Maps with an interface that makes finding what you?re looking for faster and easier.?The app shows more map on screen and turns mobile mapping into one intuitive experience."?

There is currently no customized iPad version of the overhauled Google Maps app, although as Greg Sterling of Search Engine Land notes, "the new Google Maps app will obviously also work on the iPad."

How Non-Profits Relied on Social Media in 2012 [INFOGRAPHIC]

Fundraising for non-profits is no easy task. No matter how noble the cause, getting folks to part with their hard-earned cash presents a tricky challenge.

But, more than ever, non-profits are relying on social media to reach their target audiences and help make the world a better place. Why social media? Because Facebook, Twitter and other networks are where the eyeballs are. In fact, socially shared content makes up 10% of all web content, at least according to analysis by the social platform ShareThis.

2012 saw more social effort and engagement than ever by non-profits, and the following infographic from MDG Advertising provides a handy overview. Based on statistics from a number of non-profit advocacy groups, it reflects a world of newfound potential for rallying people online for social good.

Its target audience may be cranky men who wish the show hadn't been brutally murdered back in '89, but this TARDIS case should impress even the most casual of Doctor Who fan. British desktop company Scan has teamed up with the BBC to produce this faithful PC case, complete with broken chameleon circuit. The base model comes with a 3.1GHz Pentium G2120, but you can swap that out for anything up to a 3.1GHz Core i7 if you need more power, after all, you won't be able to jettison Romana's room to crank a few more frames out of Crysis. Prices start from £936 ($1,508) and run all the way to £1,933 ($3,114) for the fully tricked-out version. At the moment, Scan only ship its products within the EU, but we can't imagine it'll be long before rioting fans in the States demand to get their hands on the gear, or, just start building their own.
