Airman who led sex assault unit charged in groping
ARLINGTON, Va. (AP) ? An Air Force officer who led the branch's Sexual Assault Prevention and Response unit has been charged with groping a woman in a northern Virginia parking lot, authorities said Monday.
Arlington County Police said Lt. Col. Jeffrey Krusinski of Arlington faces a misdemeanor charge of sexual battery following an alleged assault about 12:30 a.m. Sunday in the Crystal City area of the county.
A police report says that the 41-year-old Krusinski was drunk and grabbed a woman's breast and buttocks. Police say the woman fought him off and called police.
Police spokesman Dustin Sternbeck says Krusinski did not know the woman involved.
Susie Doyle, a spokeswoman for the Arlington County Sheriff's Office, said Krusinski was released Sunday on a $5,000 personal recognizance bond. An arraignment is scheduled for Thursday.
A working phone number for Krusinski could not be found Monday and court records did not list an attorney.
Air Force spokeswoman Natasha Waggoner said Krusinski was removed from his post in the sexual assault unit after the Air Force learned of his arrest. He started in the post in February.
Defense Secretary Chuck Hagel has spoken with Air Force Secretary Michael Donley about the matter and "expressed outrage and disgust over the troubling allegations and emphasized that this matter will be dealt with swiftly and decisively," Pentagon press secretary George Little said in a statement Monday.
The spokesman said Hagel has been trying to raise the Pentagon's focus on sexual assault prevention and response, and will soon announce new steps to address "this vile crime."
"Sexual assault has no place in the United States military," Little said. "The American people, including our service members, should expect a culture of absolutely no tolerance for this deplorable behavior that violates not only the law, but basic principles of respect, honor, and dignity in our society and its military. Secretary Hagel is firmly committed to upholding the highest standards of behavior in America's armed forces and will take action to see this through."
An Air Force website says the "Sexual Assault Prevention and Response Program reinforces the Air Force's commitment to eliminate incidents of sexual assault through awareness and prevention training, education, victim advocacy, response, reporting and accountability."
The website continues: "Sexual assault is criminal conduct. It falls well short of the standards America expects of its men and women in uniform."
Krusinski's arrest comes as the military continues to wrestle with how best to handle reports of sexual assault and other sexual misconduct.
Outrage over an Air Force officer's decision to overturn a jury's guilty verdict in a separate sexual assault case has prompted Republicans and Democrats to join forces on ambitious legislation to change the military justice system.
Lawmakers have interpreted Hagel's recent proposal to essentially strip commanding officers of their ability to reverse criminal convictions of service members as an opening to revise the decades-old Uniform Code of Military Justice.
Congress repeatedly has challenged the military's lack of resolve in fighting sexual assault in its ranks, an offense considered far more prevalent than the reported cases of 3,192 in 2011, the most recent figure available. Former Defense Secretary Leon Panetta said that because so few victims report the crime, the real number is closer to 19,000 assaults.
Also, the Air Force recently said it had disciplined five former commanders at a Texas base for not reporting problems quickly or taking appropriate action in what has turned into the military branch's worst sex scandal.
The confirmation came as the 18th military trial in the scandal started Wednesday. A former wing commander, a former group commander and three former squadron commanders, as well as a senior noncommissioned officer, were disciplined last fall after an investigation into instructor sexual misconduct at Joint Base San Antonio-Lackland, officials said. In some cases, they said, a commander was not informed of problems in a timely manner and at other times a commander didn't take appropriate action after knowing about a problem.

Around the same time, Jack Dorsey and Twitter's then-CFO, Ali Rowghani, wanted to buy Instagram. The pair say they made a formal offer to buy it in a ~ $500 million all-stock deal.
Dorsey had worked alongside Systrom a few years earlier at Odeo. Odeo was co-founded by Dorsey and grew to become Twitter; Systrom was Odeo's intern. Dorsey was also an early investor in Instagram and considered himself a mentor for Systrom.
But with the fresh $50 million from investors, Systrom and Krieger weren't interested in selling ? at least not to Twitter.
According to Swisher,?Systrom called Twitter CEO Dick Costolo on April 4 2012 to tell him Instagram had raised $50 million and would remain a private company. He also called Mark Zuckerberg at Facebook, who had been an acquaintance of Systrom's since his Stanford days.
To Zuckerberg, Systrom's "no" just meant he had to try harder. Zuckerberg sent Systrom a text and invited him over to discuss options. It was Easter Weekend and over the course of those few days, Zuckerberg and Systrom cut a deal. Zuckerberg doubled Twitter's offer and agreed to buy Instagram for more than $730 million in cash and stock.
While Systrom called many of his investors to get the deal approved and to give them news of the sale early, he never called Dorsey.
Dorsey says he learned of the acquisition during work from one of his employees. The friendship between Dorsey and Systrom hasn't been repaired since.
"I found out about the deal when I got to work and one of my employees told me about it, after reading it online I got a notice later that day since I was an investor,? Dorsey tells Swisher. ?So I was heartbroken, since I did not hear from Kevin at all. We exchanged e-mails once or twice, and I have seen him at parties. But we have not really talked at all since then, and that?s sad.?
Systrom didn't mean to snub Dorsey. He tells Swisher he isn't sure what changed his mind and made him decide to sell to Facebook, just days after turning down Twitter. The "equation," says Systrom, was very different.
"I?m not sure what changed my mind, but [Zuckerberg] presented an entire plan of action, and it went from a $500 million valuation from Sequoia to a $1 billion [one from Facebook],? Systrom says.?"I think everyone thinks that the acquisition was made in a dark room with Trent Reznor music playing. Hubble sees the remains of a star gone supernova
May 3, 2013 ? These delicate wisps of gas make up an object known as SNR B0519-69.0, or SNR 0519 for short. The thin, blood-red shells are actually the remnants from when an unstable progenitor star exploded violently as a supernova around 600 years ago. There are several types of supernovae, but for SNR 0519 the star that exploded is known to have been a white dwarf star -- a Sun-like star in the final stages of its life.
SNR 0519 is located over 150 000 light-years from Earth in the southern constellation of Dorado (The Dolphinfish), a constellation that also contains most of our neighboring galaxy the Large Magellanic Cloud (LMC). Because of this, this region of the sky is full of intriguing and beautiful deep sky objects.
The LMC orbits the Milky Way galaxy as a satellite and is the fourth largest in our group of galaxies, the Local Group. SNR 0519 is not alone in the LMC; the NASA/ESA Hubble Space Telescope also came across a similar bauble a few years ago in SNR B0509-67.5, a supernova of the same type as SNR 0519 with a strikingly similar appearance.

Wide-eyed fear expressions may help us ? and others ? to locate threats
May 1, 2013 ? Wide-eyed expressions that typically signal fear seem to enlarge our visual field making it easier to spot threats at the same time they enhance the ability of others to locate the source of danger, according to new research from the University of Toronto.
The research by Daniel Lee, a graduate student in the Department of Psychology is published on the Association for Psychological Science's Psychological Science journal website.
"Emotional expressions look the way they do for a reason," says Lee. "They are socially useful for communicating emotional states, but they are also useful as raw physical signals. In the case of widened eyes, they help send a clearer gaze signal that tells observers to 'look there.'"
Lee, his supervisor Adam Anderson also of U of T's psychology department and Joshua Susskind of University of California, San Diego first found that participants who made wide-eyed fear expressions could literally see more: they were able to discriminate visual patterns farther out in their peripheral vision than participants who made neutral expressions or expressions of disgust.
Next, they investigated the benefits that wide-eyed expressions might confer to onlookers. They found that participants were better able to tell which direction a pair of eyes was looking as the eyes became wider. And these wider eyes helped participants respond to targets that were located in the direction of the gaze. Importantly, these benefits did not depend on recognizing the eyes as fearful.
Wide-eyed expressions are helpful for onlookers quite simply because as eyes become wider, we can see more of the iris and whites of the eyes, known as sclera. This directly increases the physical contrast and information signal, making it easier to tell where someone is looking.
"Our eyes are important social signals," says Lee. "This research really shows how social we are wired to be."

Obama nominates Congressman for housing post
WASHINGTON (AP) ? President Barack Obama acted Wednesday to fill two top regulatory posts, tapping a veteran Democratic congressman to lead the Federal Housing Finance Agency at a pivotal time for the housing market and naming a top campaign fundraiser and former lobbyist to head the Federal Communications Commission.
Rep. Melvin Watt, D-N.C., would oversee the government-controlled mortgage lenders Fannie Mae and Freddie Mac just as the industry is beginning a comeback. He would succeed Edward DeMarco, an appointee of Republican President George W. Bush. DeMarco's refusal to allow Fannie and Freddie to reduce principal costs for homeowners at risk of foreclosure made him a target of housing advocates, liberal groups and Democratic lawmakers.
Watt, 67, has spent 20 years in the House, all of it on the Financial Services Committee, which oversees federal housing policy. Introducing Watt at the White House, Obama said the Charlotte-area congressman had led efforts to rein in unscrupulous mortgage lenders, protect consumers from the kind of risk-taking that led to the 2008 financial crisis and has championed increased access to affordable housing.
"Mel understands as well as anybody what caused the housing crisis," Obama said. "He knows what it's going to take to help responsible homeowners fully recover."
Watt's selection was praised by housing advocates, liberal groups and lawmakers in both political parties.
Tom Wheeler, former head of the Cellular Telecommunications and Internet Association, and the National Cable Television Association, would become the nation's top telecommunications regulator. He has been a venture capitalist since 2005 and he raised more than a half million dollars for Obama's re-election, according to data provided by the campaign.
Wheeler would replace Julius Genachowski, who announced his resignation in March. Obama spoke effusively on Wednesday about Genachowski, his pal from their days together at Harvard Law School.
Obama also sought to allay any concerns that Wheeler would be unable to effectively regulate an industry he once represented, saying Wheeler has spent more than 30 years at the forefront of dramatic change in a "communications universe that is growing and changing faster than you can tweet."
"He's like the Jim Brown of telecom, or the Bo Jackson of telecom," Obama joked, comparing the slender, bespectacled 67-year-old to the two former professional athletes. "So Tom knows this stuff inside and out."
Senate confirmation is required for both posts.
Obama said he would nominate FCC Commissioner Mignon Clyburn, a daughter of Assistant House Democratic Leader Jim Clyburn of South Carolina to lead the agency until Wheeler is confirmed.
Watt's nomination comes at a crucial time for Fannie Mae and Freddie Mac, which were rescued by the government at the height of the financial crisis in September 2008 as they neared collapse from losses on bad mortgage loans. Taxpayers spent about $170 billion on the rescue but so far have received about $55.2 billion in repayment.
Fannie and Freddie together own or guarantee about half of all U.S. mortgages, nearly 31 million home loans worth more than $5 trillion. Along with other federal agencies, they back roughly 90 percent of new mortgages.
Recent economic data shows the housing industry beginning a comeback since plunging into a depression during the financial crisis. Home prices are up, foreclosures are down and housing construction is rising. Moreover, Fannie Mae had its biggest yearly profit last year, earning $17.2 billion.
Meanwhile, a Congressional Budget Office report released Wednesday found that principal reduction for struggling borrowers by Fannie and Freddie would result in savings to taxpayers of up to $2.8 billion. It also would reduce mortgage defaults by between 18,000 and 95,000 and give a slight boost to economic growth, the report said.
Watt, a senior member of the House Financial Services Committee and former Congressional Black Caucus chairman, played an influential role in the passage of a financial regulatory overhaul in 2010. That legislation, however, did not address the fate of the major mortgage lenders, an issue likely to be revisited during Obama's second term.
In fact, two Republicans ? Sen. Bob Corker of Tennessee and Rep. Jeb Hensarling of Texas ? called on the administration to present a plan to overhaul the country's housing finance system.
"This gives new meaning to the adage that the fox is guarding the henhouse," said Corker, who sits on the Senate Banking, Housing and Urban Affairs Committee, in a written statement. "The debate around his nomination will illuminate for all Americans why Fannie and Freddie failed so miserably."
Corker said the administration should "explicitly lay out" its plans for dissolving Fannie and Freddie before the committee considers anyone for the FHFA's top job.
The administration presented such a plan in 2011, with the goal of shrinking the government's role in the mortgage finance system, but Congress has yet to decide on how to limit federal involvement.
Republican Sen. Richard Burr of North Carolina endorsed Watt, saying he looks forward to working with his former House colleague to encourage more involvement by the private sector in the housing and mortgage markets.
"Having served with Mel, I know of his commitment to sustainable federal housing programs and am confident he will work hard to protect taxpayers from future exposure to Fannie Mae and Freddie Mac," Burr said in a statement.
Treasury Secretary Jacob Lew said the administration still wants to work with Congress on overhauling the mortgage finance system.
Watt is the latest African-American and the second North Carolinian nominated to top government jobs this week. On Monday, Obama tapped Charlotte Mayor Anthony Foxx to become transportation secretary.
